On August 15, 2022, during his address to the nation from the ramparts of the Red Fort, the Prime Minister of India spoke about the importance of Research and Development throughout the country during the Amrit Kaal, or Golden Era. He called for "Jai Anusandhan," which translates to “Victory to Research,” to further emphasize the significance of innovation and scientific inquiry. The National Education Policy 2020 (NEP 2020) also recognizes research as a corequisite for outstanding education and development in India.

To support the vision of making India Atmanirbhar (self-reliant) and the mission of Viksitbharat@2047 (a developed India by 2047), the Government of India approved the One Nation One Subscription (ONOS) initiative. This program provides nationwide access to international, high-impact scholarly research articles and journal publications for students, faculty, and researchers at government-supported higher education and R&D institutions.

As part of the recent Anusandhan National Research Foundation (ANRF) Act, the government plans to seed and promote a vibrant research culture in tier-2 and tier-3 higher educational institutions. Through ONOS, many of these institutions will gain access to essential research journals. Under ONOS, the government has negotiated national licenses for e-journal subscriptions, consolidating various consortia and institutional subscribers.

A total of 30 major international journal publishers, including ACS Publications, are part of ONOS. All journals from these publishers will be accessible to students, faculty members, and researchers at participating institutions. This initiative will open a goldmine of knowledge from top-quality scholarly journals for nearly 18 million students, faculty members, researchers, and scientists of all disciplines, including those in tier-2 and tier-3 cities. This access will encourage both core and interdisciplinary research in the country.

The ONOS project commenced on January 1, 2025, and Phase I of ONOS has been approved through 2027. Access to journals is provided through a national subscription coordinated by the Information and Library Network (INFLIBNET) Centre of the University Grants Commission (UGC), Gandhinagar, Gujarat. Participating institutions can access the journals through the ONOS portal. The ANRF will periodically review usage and publication output of Indian authors from these institutions.

ONOS is a timely step towards establishing India in the global research ecosystem by making research more accessible to students, faculty members, and researchers at government institutions.

Enhancing Global, Interdisciplinary Research with ACS Publications

All participating members of ONOS will have access to ACS Publications’ full portfolio of journals, which includes more than 70 hybrid journals and 19 fully open access journals, featuring leading titles such as the Journal of the American Chemical Society and Chemical Reviews. Users will enjoy unrestricted access to any article published from 1996 to the present. As new titles are introduced, users will automatically have uninterrupted access without needing additional steps. Many ACS journals are multidisciplinary, covering a broad array of research areas. Even niche journals support—or are supported by—various fields of study, meaning more than one ACS journal could hold the answers you need.

Institutions will also gain access to C&EN Global Enterprise. Chemical & Engineering News (C&EN) is recognized as the most comprehensive and authoritative source of news in chemistry and related fields. C&EN Global Enterprise provides access to all content from 2016 to the present.

With this journal collection package, ACS Publications supports research and educational needs across numerous disciplines, including chemistry, physics, engineering, biology, allied health, and related fields.
